The Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal Character - - Done at Vienna on 14 March 1975, outlines relations between states and international organizations.  Each state/host country has individual agreement/ memorandum of understanding with the respective international organization e.g The Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations.
