The Report of Panel of Experts on violations of Security Council sanctions against the National Union for the Total Independence of Angola (UNITA) is found in S/2000/203. Within this report, paragraphs 168-169 concern two UN-chartered aircraft downed in December 1998 and January 1999.  

Robert R. Fowler was Chairman of the Security Council Committee established by resolution 864 (1993) concerning the Situation in Angola and transmitted the report to the Security Council.
