The Governing Council of the United Nations Environment Programme was established by the General Assembly on 15 December 1972 by A/RES/2997(XXVII). The resolution also decided to establish an environment secretariat.
Resolution 67/251 of 25 July 2013 changed the designation of the Governing Council to the United Nations Environment Assembly of the United Nations Environment Programme.
A/RES/3004(XXVII) decided that the United Nations Environmental Programme (UNEP) is to be located in Nairobi, Kenya. The verbatim record of the General Assembly meeting is available in document A/PV.2112.
The location of the United Nations Environmental Programme (UNEP) was discussed during the 1972 United Nations Conference on the Human Environment [1972 Stockholm Conference]. The conference report is issued under the symbol A/CONF.48/14/REV.1.
The 1973 draft Rules and Procedure of the UNEP Governing Council are issued under the symbol UNEP/GC/12/Add.1. The current Rules and Procedure are available under the symbol DP/1/Rev.4 and from the UNEP website.
