What is the Caesar report and where can I find it?

The "Caesar" report was transmitted by France to the Security Council on 4 April 2014. Its document symbol is S/2014/244.

The full title of the report is :

A report into the credibility of certain evidence with regard to torture and execution of persons incarcerated by the current Syrian regime.

The report, made public in January 2014, was prepared by a commission of enquiry consisting of legal, medical and medical-imaging experts and chaired by Sir Desmond Da Silva, former Chief Prosecutor of the Special Court for Sierra Leone. The report was based on photographs provided by a former member of the Syrian military police, who had defected and was codenamed "Caesar".
