Where can I find a list of abstentions in the Security Council?

There is no list as such but one can collate information on abstentions by looking through the meeting records collected on the following websites (direct links are included at the end):

For 1994 to the present: 

  • Security Council Meetings and Actions - Voting information is included in the table.

For 1946 to 2011:

  • Repertoire of Practice of the Security Council under H. Voting, 3. Abstention, non-participation and absence in relation to Article 27 (3) of the Charter - Click on the range of years to access the abstentions.

For 1946 to the present:

  • Security Council table of resolutions - Voting results are included at the end of the resolution text.
